Looking at the above, comparing between Tranquility and Singularity and rounding off with ballpark figures; for approximately 25% increase in speed, the Tempest is penalized approximately 300% in agility and 33% in potential speed increase. A bit excessive imo.
However, if you limit the comparisons to Singularity alone, it makes sense .. though I'm sure there will be lots of people who would disagree and debate this.
Well, there you go :) Two different view points presented.
Also on SiSi the Falcon (a cloaking EW support ship) sports lower mass and inertia multipliers than either the Vagabond or the Rapier.
Minmatar Contract:
You are sub par at DPS, EW and tanking and in turn are more agile and faster than the competing ships.
This contract was more or less signed by everyone who consciously picked and skilled Minmatar. Now it is being breached, in that our ships only maintain their higher top speeds, but the crucial agility and low inertia, that was required to make those speeds useful in combat are taken away and given to supposedly technically superior races. If we had to choose between top speed and agility/inertia, i venture at all classes above cruiser level, we would pick inertia and agility as more important.
I am absolutely in favour of the speed overhaul, but the included total rework of key ship parameters is currently off. The mighty fleet snipers of the technically superior races sporting lower masses than the Matari ships is a wrong design turn.
